Duffys Forest is unlike any other suburb on the Northern Beaches. Accessed via Duffys Forest Road, Booralie Road, Golf Links Road and Old Mona Vale Road, it is a very low-density area of bush blocks and rural holdings sitting between Terrey Hills and the Garigal National Park boundary. There is very little cleared land here — the dominant character is intact native bushland, and for most residents that is precisely the point.

The most important ecological consideration in Duffys Forest is the Duffys Forest Ecological Community (DFEC). This is listed as an Endangered Ecological Community under both the NSW Biodiversity Conservation Act 2016 and the federal Environment Protection and Biodiversity Conservation Act (EPBC Act 1999). This is the highest level of statutory protection available for a plant community in Australia. The DFEC occurs on specific sandstone soils and is identified by its characteristic species assemblage — Scribbly Gum, Heath-leaved Banksia, Sydney Peppermint and Narrow-leaved Apple among others.

Working near or within DFEC vegetation requires an arborist who understands what this classification means in practice. The Duffys Forest Ecological Community — indicator species

The Duffys Forest Ecological Community (DFEC) is characterised by a specific assemblage of plant species growing on specific Hawkesbury Sandstone soils. The dominant indicator species include Eucalyptus haemastoma (Scribbly Gum) — identifiable by the scribbled lines made by moth larvae beneath the bark — Banksia ericifolia var. ericifolia (Heath-leaved Banksia), Eucalyptus piperita (Sydney Peppermint), and Angophora bakeri (Narrow-leaved Apple). Associated understorey species include Hakea spp., Grevillea spp., Dillwynia spp., Hibbertia spp. and a range of native grasses and sedges.

Not all of Duffys Forest suburb contains DFEC vegetation — residential cleared areas, gardens and some modified sites are not classified as DFEC. However, identifying the boundary between cleared and DFEC vegetation requires specialist knowledge. If you are unsure whether DFEC vegetation is present on your property, we recommend a site assessment before any tree or vegetation work is proposed. Getting this right from the start avoids significant legal and financial risk.

Permit requirements in Duffys Forest — the most complex on the Northern Beaches

In addition to Northern Beaches Council's standard DCP Part B13 tree permit requirements (applicable to any tree 5m+ tall, 5m+ canopy spread, or 30cm+ trunk diameter at 1m above ground), properties in Duffys Forest may be subject to additional state and federal requirements. Any work that would remove, damage or destroy DFEC vegetation requires approval under the NSW Biodiversity Conservation Act 2016, and may require referral to the federal Department of Climate Change, Energy, the Environment and Water under the EPBC Act 1999.
