Two things decide a stump grinding job at Church Point, and neither of them is the stump. The first is rock. Church Point is one of the few places on the Northern Beaches where the road simply runs out. The peninsula narrows, the bush closes in, and at the wharf the suburb hands over to the water — to Scotland Island and the bays beyond it, where the only way in is by boat. In practice, many Church Point residents need to address dead limbs, storm-damaged branches or overhanging canopy within the six-metre setback of structures — circumstances that often qualify as exempt development, meaning no permit is required.
